I have a 91 Nissan Sentra that has a LOT of road noise from inside the car... How can I supress the noise???

I have tried rolling up the windows, and changing the tires out for brand new ones.... as well as checked all the engin parts that might be the cause... when you stand outside the vehicle there is no noise... only when we get moving... so... How can I reduce the inside road noise??
